Provision of Healthcare in Shropshire CCG

The challenge

We were asked to help indentify the scale of the financial challenge for the Shropshire and Telford & Wrekin CCG areas and to review the existing plans of the eight constituent health and social care organisations. Through agreeing system parameters, desktop analysis, modelling and focussed interviews, we enabled the Chief Officers to agree the future challenges and how to develop the plans to reach a common vision for the sustainable provision of healthcare. 

Shropshire and Telford & Wrekin CCGs cover an area containing four secondary care providers (including mental health and specialist orthopaedic) and two county council adult social care providers. Together, the system was facing increasing financial pressure, and the individual organisational plans appeared insufficient to ensure sustainability long-term. We were asked to help identify the scale of the financial pressure, both in the medium and longer-term, and to review the state of the existing plans. We agreed with the CCG that it was necessary to:
1. Support agreement amongst all the organisations as to the size of the forecast financial challenge.
2. Review the plans to assess how far they would go in closing the gap.
3. Help the whole system to decide how to move forward on the basis of this.
